Human Resource Management Department

The Human Resource Management Department is responsible for attracting, developing, retaining, and managing the human capital that powers NSSEC's mandate across Nigeria. It designs and implements policies that foster a performance-driven, inclusive, and professionally engaged workforce aligned with the Commission's strategic objectives.

By promoting continuous learning, equitable treatment, and career progression, the Department ensures that NSSEC maintains the talent required to deliver its national education mandate.

To recruit, develop, manage, and retain a highly competent and motivated workforce for NSSEC, ensuring that human resource policies and practices support organizational effectiveness, staff welfare, and the delivery of the Commission's statutory mandate.

Operations

Core Functions

Recruitment & Selection

Manages end-to-end recruitment processes including job advertisement, shortlisting, competency-based interviews, and appointment of qualified candidates across all cadres.

Staff Training & Development

Designs and coordinates training programmes, workshops, seminars, and e-learning initiatives to continuously upgrade the skills and knowledge of NSSEC personnel.

Performance Management

Implements the Annual Performance Evaluation Report (APER) system, providing structured frameworks for setting targets, conducting appraisals, and rewarding high performers.

Payroll & Compensation Administration

Administers staff salaries, allowances, and benefits in compliance with the Integrated Payroll and Personnel Information System (IPPIS) and federal government remuneration policies.

Discipline & Grievance Management

Handles staff disciplinary proceedings, grievance resolution, and appeals in accordance with Public Service Rules, ensuring fair and transparent treatment of all cases.

Leave & Welfare Administration

Manages staff leave entitlements, medical welfare, pension coordination, and social welfare activities that support the well-being and work-life balance of NSSEC employees.

Succession Planning & Career Development

Identifies and develops high-potential staff for leadership roles through structured career pathways, mentoring schemes, and succession planning frameworks.

Human Resource Records Management

Maintains accurate, up-to-date staff records, personnel files, and human resource information systems to support management decision-making and statutory reporting requirements.
