The Directorate of Planning, Research & Statistics is NSSEC's knowledge and intelligence hub, providing the empirical foundation upon which effective policy, resource allocation, and strategic planning decisions are made. It leads the collection, analysis, and dissemination of comprehensive education statistics spanning enrolment, teacher ratios, infrastructure, and examination outcomes across Nigeria's senior secondary schools.

By embedding a culture of evidence-based decision-making, the Directorate ensures that NSSEC's programmes and policies are grounded in accurate, timely, and actionable data.

Mandate

To generate, analyse, and disseminate high-quality education statistics and research findings that guide strategic planning, policy formulation, and resource allocation for senior secondary education in Nigeria, ensuring that all major decisions are underpinned by credible evidence.

Operations

Core Functions

Strategic Planning

Leads the development, implementation, and review of NSSEC's Strategic Plan, Annual Work Plans, and corporate performance frameworks aligned with national development goals.

Education Data Collection

Coordinates the annual collection of education statistics from state education authorities, schools, and partner agencies, covering enrolment, staffing, infrastructure, and examination data.

Statistical Analysis & Publication

Analyses collected education data and publishes the Nigerian Senior Secondary Education Statistics Digest and other research publications for use by government, academia, and development partners.

Policy Research

Conducts targeted research studies on emerging issues in senior secondary education, producing evidence-based policy briefs and position papers for NSSEC leadership and federal policymakers.

Monitoring & Evaluation

Designs and manages NSSEC's monitoring and evaluation framework, tracking the implementation and impact of Commission programmes against defined performance indicators and targets.

Needs Assessment

Conducts periodic needs assessments to identify infrastructure deficits, teacher shortages, resource gaps, and equity disparities across states and geopolitical zones.

Development Partner Coordination

Liaises with international development partners, research institutions, and multilateral agencies to align NSSEC's data and planning activities with global education monitoring frameworks.

National Education Management Information System (NEMIS)

Manages and continuously improves NSSEC's education management information system to ensure seamless data flow, storage, retrieval, and reporting across the education sector.

Programmes & Initiatives

National Education Statistics Survey

An annual nationwide survey collecting school-level data on enrolment, attendance, completion, teacher deployment, and facilities to inform planning and resource allocation.

Education Sector Research Programme

A structured research agenda commissioning and publishing studies on critical issues including gender parity, out-of-school children, and learning outcomes in senior secondary education.

NEMIS Strengthening Initiative

A capacity-building and technology upgrade programme enhancing the National Education Management Information System for real-time data capture and evidence-based reporting.

Evidence-to-Policy Dialogue Series

A periodic forum convening policymakers, researchers, state education officials, and development partners to translate research findings into actionable policy recommendations.
